Report to Council: 2209-2013 Strategic Plan for Transit Services (May 25, 2009)
The purpose of this study was to evaluate the Town's conventional and accessible transit services, and to map out the direction the transit system will take over the next five years and beyond. Dillon Consulting Limited (Dillon) was retained by the Town to assist in this important study.
The objective of the study was to develop a strategic plan for transit services to identify the existing and future needs of Milton residents. The Town of Milton is facing rapid population growth; how Milton Transit responds to that growth will help shape future travel behaviour and accessibility, as well as meet environmental, community and economic goals set out in the Town's Official Plan and Destiny Milton 2.
A primary component of the study involved consultation with transit passengers, system personnel and the public at large to obtain input to develop draft recommendations.
On-board Passenger Survey: A transit survey was conducted in October 2008 to determine passenger characteristics and travel patterns, and obtain feedback from transit users. A survey card was presented to passengers on a random day. Those who couldn't fill out an on-board survey submitted their comments to the study team online.
Employer Survey: A survey of major employers in Milton was completed in November 2008 to assess information on employer operations, employee travel behaviour and opportunities for corporate relationships/partnerships.
Stakeholder Interviews and Focus Group Sessions: During the study, interviews were conducted in October 2008 with representatives from key stakeholder groups who have an interest in transit services to understand their views on the transit system. Two focus group sessions were held the week of October 20 to work through specific issues and opportunities related to transit. One focused on conventional transit services while the other focused on accessible transit services.
Public Informaton Centre: Public Information Centres were held in January and May 2009 to present draft recommendations and obtain public feedback which was used to make final recommendations.
