Derry Green Corporate Business Park Secondary Plan

The area referred to as Derry Green Corporate Business Park (Business Park II) within the Town of Milton, is the second of two planned employment areas being implemented as part of the Halton Urban Structure Plan (HUSP). In order for this area to develop, the following must occur:

The 401 Industrial/Business Park Area is approximately 80% complete. Therefore, the Town of Milton is currently proceeding to prepare for the development of the Business Park II lands, which will accommodate the majority of the Town’s future employment land growth, through the preparation of a secondary plan and supporting studies.

The secondary plan will provide detailed policies on matters such as land use, urban form and design, transportation, servicing, including stormwater management, parks, heritage and other related issues.

Study Team

Macaulay Shiomi Howson Ltd. has been retained to lead the Business Park II Secondary Plan study process. In addition, they are responsible for the land use planning component of the project. The study team also, includes the following technical specialists:

Study Area

The Derry Green Corporate Business Park (Business Park II) Study Area is located in the Milton Urban Expansion Area, east of the Bristol Survey (see map). The area is approximately 800 hectares (2,000 acres) in size and is bounded by:

  1. North: Highway 401 and the Middle Branch of Sixteen Mile Creek (west edge of floodplain)
  2. East: Sixth Line
  3. South: Centre Tributary of the Middle Branch of Sixteen Mile Creek (north edge of Floodplain)
  4. West: James Snow Parkway (Regional Road 4)

A series of technical background studies are being completed as part of the secondary plan study and the study areas for the technical work in some cases extends beyond the secondary plan study area outlined above.

Second Statutory Public Meeting and Council meeting to consider Secondary Plan and related studies for adoption.

 

Official Plan Amendment No. 29

On June 14, 2010, Town of Milton Council passed By-law No. 067-2010 (6MB pdf), which adopted the proposed Derry Green Corporate Business Park Secondary Plan (Official Plan Amendment Number 29) under Section 17(23) of the Planning Act.

Official Plan Amendment No. 29 requires the approval of the Regional Municipality of Halton (the approval authority) under subsection 17(22) of the Planning Act.  Any person or public body will be entitled to receive notice of the decision of the approval authority if a written request to be notified of the decision (including the person’s or public body’s address) is made to the approval authority.  The approval authority of this proposed Official Plan Amendment is the Regional Municipality of Halton.  Any written request to be notified of the decision should be directed to Susan Lathan, Regional Clerk and Director of Council Services at 1151 Bronte Road, Oakville, Ontario, L6M 3L1.

No later than 20 days after the day that the giving of notice is completed, all or part of the decision of the approval authority may be appealed to the Ontario Municipal Board by filing a notice of appeal with the approval authority.  Only those persons or public bodies who, before the plan was adopted, made oral submissions at a public meeting or written submissions to the Council, are permitted to file an appeal.

Draft Secondary Plan

Derry Green Corporate Business Park Draft Secondary Plan - Updated June 2010

At the Council meeting on September 28, 2009, the Derry Green Corporate Business Park Draft Secondary Plan was endorsed by Milton Council for public release. As noted in the chart above, a Public Open House was held on October 6, 2009 to review and discuss the release of the Draft Secondary Plan document.

Revisions to the Draft Secondary Plan have since been made and will be discussed at the Statutory Public Meeting to be held Monday June 14, 2010, where the Secondary Plan and related studies will be brought forward for consideration.  A copy of the revised plan can be accessed via the following links:

Preferred Option Report

The Preferred Option Report (PD-083-08) (8MB pdf) for the Derry Green Corporate Business Park Secondary Plan proceeded before Milton Council on October 27, 2008 for consideration and endorsement.  This report outlined the results of the technical evaluation, including the Fiscal Impact Assessment of the three options (Option 1, 2 & 1A) by the Town’s financial consultant and the results of the public consultation. Based on the input received from the public, agencies and landowners/developers, and the technical evaluation of the options by the Study Team, the Preferred Option was chosen and was recommended as the basis for the preparation of the Derry Green Corporate Business Park Secondary Plan and related studies.

Options Report

The Options Report (6MB pdf) dated February 2008 was the subject of discussion at a public workshop held on March 6, 2008. The notice relating to this workshop can be found in the table of meetings above. Comments relating the Options Report were to be provided to the study contact on or before March 25, 2008.

Open House - January 24, 2008

The first open house was held to formally kick off the study process and to display information relating to the Draft Background Report (16kB pdf), dated January 2008.
